The Client
A multi-utility waste management company operating across 24 municipalities in Northern Italy, responsible for the collection, sorting and disposal of household and commercial waste for approximately 180,000 residents. The company runs a fleet of 38 collection vehicles and manages a stock of around 42,000 wheeled bins and underground containers of various sizes (120 L to 1,100 L).
Following a regional legislative change requiring municipalities to implement a volume-based waste tariff (TARIP — Tariffa puntuale), the company needed to demonstrate individual collection events per bin, per household, per collection round — data that their existing paper-based route sheets could not reliably provide.
The Challenge
The company's previous system relied on collection crews manually recording which addresses had been serviced, using handheld terminals with barcode scanners. The system had three chronic problems:
- Read rate below 70% — barcodes on outdoor bins degrade rapidly. Rain, UV exposure, frost and abrasion rendered labels unreadable within 8–12 months, resulting in manually logged exceptions that were unverifiable in billing disputes.
- TARIP billing disputes — residents challenging their waste bills had no traceable, timestamped collection record to verify against. The company was losing approximately 15% of contested TARIP charges through write-offs.
- HDPE adhesion failures — previous attempts to use adhesive RFID labels had failed on the polyethylene bin bodies. The labels peeled at the edges within 6 months, particularly in winter cycling conditions. Two previous suppliers had not solved this problem.
The additional constraint: the system had to work at full truck speed (up to 25 km/h on residential streets) with the portal antenna reading tags as the bin was presented, lifted and returned — a read window of less than 1.5 seconds per bin in typical suburban road geometry.
The Wintag Solution
Wintag supplied 43,500 encapsulated UHF RFID tags (EPC Gen2, 860–960 MHz) specifically engineered for the HDPE bin application. The key design decisions:
- Enclosure: UV-stabilised ABS body with PA66 nylon insert at the fixing points — UV-stabilised for a 10-year outdoor service life matching the bin replacement cycle
- Waterproofing: IP68 rated, tested to 1.5 m submersion for 4 hours and to 200 cycles of thermal shock between −25 °C and +70 °C
- Fixing method: mechanical riveting through two 5.5 mm holes drilled in the bin body, countersunk on the inner face to prevent internal snagging. The drilling and tagging operation was performed at the company's own depot using a fixture Wintag supplied; 42,000 bins were tagged over 8 weeks by the company's own maintenance team.
- Antenna performance: the tag antenna was tuned for HDPE substrates of 3–5 mm wall thickness, achieving consistent read range of 2.8–3.4 m in free air and 2.2–2.6 m in a simulated collection portal test at 20 km/h
The software integration (vehicle-mounted UHF portal reader → collection management platform → billing system) was handled by the client's existing system integrator. Wintag provided tag encoding with sequential EPC numbers matching the client's bin ID database, supplied pre-encoded in batches aligned to their asset register.
The Results
Results measured 12 months after full fleet deployment:
- Read rate at collection portal: 98.7% (up from 70% with barcode; residual misses attributable to bins with physical damage blocking the tag reading zone)
- TARIP billing disputes resolved automatically: 94% — the timestamped EPC event log provided verifiable collection proof, ending the write-off cycle
- Zero tag detachments in the first 12 months — the riveted fixing resolved the adhesion failures that had defeated two previous labelling attempts
- Route optimisation enabled: real collection data (which bins were actually presented for collection, at what time, in what sequence) enabled the operations team to identify chronic non-presentation addresses and adjust collection frequencies, reducing total vehicle kilometres by approximately 8%
- Contamination tracking: by recording which bins at mixed-sorting estates had and had not been presented, the company could identify contamination-prone areas and target resident communication campaigns more precisely
